At first I was skeptical, but then I went into the store.
I made them a reasonable offer, and by golly they did refuse it.

That’s because you misread the sign. They were answering your question in advance about whether or not they would take your reasonable offer. If you’ll look again you’ll see their answer is, “NO, reasonable offer refused!” Gotta read the fine print, er, comma. 🙂

It just appears that the comma doesn’t belong there… but it was actually a very judicious use of punctuation as suggested by their legal counsel.
